Non-System Peterson Pipe with a well?

I've got a Peterson 03 that I purchased about a month ago. I noticed early on that the airhole is not drilled at the end of the mortise, but it smokes great, so no big deal. Because of this, even though it's not a system pipe, there is still a "well" of sorts where gunk collects.

Is this normal with Peterson pipes or maybe the mis-drilling that everyone speaks of?

It's not an issue for me, mainly it just makes me curious

That's what I would expect for a non-system pipe. My airhole is much further up with essentially a well below. It smokes great and seems to work like a system, so I'm not concerned by it.
 
It's normal bummer though one can not put a cleaner all the way through to get moisture out some times I will put a cotton ball in there as a filter
