Using a Chinese 12k

When people say a Chinese 12k is slow cutting, what exactly does that mean? Does it mean if a usual 12k takes 20 strokes, the Chinese will take 50? I just got a Chinese 12k for touch ups, and i swear this thing isn't cutting or making my blades any sharper than they were. Am I doing something completely wrong or is this somewhat normal for this stone? I seemed to get much better results when i was using the poor boy method of newspaper.

Make sure it's lapped perfectly flat, and go very slow, no more than about an inch a second.

Never been a fan of the chinese 12k myself, but if you're the sort of guy that prefers stones to strops then it's by far the cheapest option. But yeah, I prefer newspaper as well, it's cheaper and finer, and while it's also slow you can do stropping laps a lot faster than honing laps.
