Stubborn hair

Every now and then when I'm shaving along, the razor hits a particularly dense copse of hairs and stops. Literally stops in its tracks. What should I do about this? Should I just power through or is there some conventional wisdom that I'm not aware of? I'm pretty sure my razor is sharp enough. It's passing the hanging hair test fine. /shrug
 
I also have just started out. I'm far from getting consistent shaves, but I have noticed that scything very slightly (like a very slight j-hook with a DE) has helped in those areas. I haven't cut my self this way, as I only usually cut myself when I'm not moving the razor. Everyone has been telling newbies not to use scything, but I don't think I could shave without it. I only have like 7 shaves under my belt, and I don't find scything anything to be scared about. I think confidence is the key to not cutting yourself. It's when I'm being too careful that the blood runs.
