Need some help with an ID

Purchased and cleaned this cased razor recently:

I thought it might be a No46, but the patent number seems off(?). The patent on the head is no 400621 and on the handle 430030.

There is some plating loss and the base metal is copper.

Would appreciate any thoughts or info.
