Why no rose colognes? Trumpers, nope. Dr Harris, nope, Taylors, nope. This one is a no brainer!
There a lot of them, but they mostly don't put "rose" in their name.
As mentioned:
Czech & Speake No.88 $$
Czech & Speake Dark Rose $$
Domenico Caraceni 1913 $$
Amouage Lyric for Men $$$$$
Pens Hamman Bouquet $$
PLUS
Washington Tremlett Black Tie $$
Creed Windsor $$$$$$$$
Tauer Incense Rose $$
Pens Elixer $$
Le Labo Rose 31 $$$
Rose is a "note" in a ton of male frags, but pronounced enough to be noticed in all the above.
IMO, the best of the lot above are DC 1913, No. 88 and Windsor. But the price of Windsor may cause you pause. It is the most authentic rose note I've run across, but it is a quirky, aloof sort of scent. No. 88 and DC 1913 are warmer and a bit more versatile. Le Labo Rose 31 is the sexiest with a little bit of "dirty" in it.
Are you looking more for "warm, friendly, approachable" or "aloof, arrogant, don't mess with me?"
I am mainly looking for a pure rose scent that isn't too feminine, but smells like rose nonetheless.
I get rose from Pens Castille. Great stuff.
Have you tried a Rose Hydrosol from QED. That will satisfy a true rose note for a while and it is wonderfully old school.
Amouage Homage. Not a cologne (pure parfume oil) but has the cleanest, brightest and "prettiest" rose opening of any fragrance that I've tried (including a pure highest quality Taif'i Rose oil a friend got me from Dubai).

It's funny, even though I like Pen's Elixir, which their website claims "echoes" Hammam Bouquet, I just don't get the rose note in it.
