Something Strange (Serial Numbered Goodwill?)

I'm not really sure what the deal with this strange and abused little goodwill is, I got it off eBay for cheap and it arrived today. I ripped the envelope open like a kid on Christmas all to eager to play with my new toy, bent teeth or no. I took it apart and carted it off to the sink to clean it up before I threw a blade in it, and lo and behold I see a serial number on the baseplate, along with what look like file or grinder marks covering the thing that start at the notched corners. I've read here and on Razor Emporium's dating chart that Gillette stopped dating razors from 1930-1949, and the goodwill wasn't a thing until 31, so what gives? The serial number itself also doesn't make any sense. P866441. The highest they ever went according to the dating charts I've seen was P679777 in 1921 and they switched up their numbering system afterwards. The marks on the baseplate make me think this is some leftover old type baseplate that got cut down and had the diamond pegs shoved in. It's also got a different center hole from similar goodwills I've seen on Mr. Razor and here, it's just a circle as opposed to the two extra circular cuts on either side of most of these art deco Goodwills I've seen. Pretty sure the handle is wrong too, but I needed a fat bar for a NEW anyway. I'd love some information about this odd little thing if anyone has any.

The comb was originally intended for or part of a 1921 Single ring. Then it was altered into a Goodwill.
That's what I figured, with all the beautiful stuff Gillette put out in the 20s & 30s I'm surprised the grinder/file marks weren't cleaned up. Guess people didn't care too much during the great depression about how the razor looked, they were just happy they even had a razor.

The grind marks were added by a user trying to round down the locating pegs. If it were factory it would be plated like the rest of the comb.
