Well, the bolt is open and presumably the bolt is locked back by the magazine follower which would indicate an empty magazine, and if they guy can see daylight then obviously the chamber is empty anyhow, and I get the feeling these guys are not given free access to ammo. It looks more stupid than it actually is. They guy is inspecting the bore for cleanliness and it kinda takes an eyeball to do that.
