I can't find any info on the Victoria. The case design is reminiscent of the 1920's, but that could be intentional. It could be an Old Type knock off produced in the 1930-40's after the Gillette patent expired. Could you provide more detailed pictures once you receive it?

The bottom looks to me a lot like the bottom of the heljestrand SE razor.
