What exactly is the process/procedure of hand stropping an SE blade?

It's supposed to appease the latent anger that is contained in any metal. It's like petting an angry cat. You hope after you lull it into submission that it won't bite you.
Corking slightly dulls a sharp edge, thus making it a bit more forgiving (in theory).
Hand stropping "massages" the edge back in place, in theory, and can be done with DE blades as well as SE blades.
It's like using a steel on kitchen knives. It doesn't actually do any sharpening, it just realigns the cutting edge.
