Fat Tip Grande Gold Plating problem

I was given a Gold Plated Fat Tip Grande. Unfortunately, the plating has bubbled opposite the screw that goes into the handle. I have no idea where it was purchased. Is this something the manufacturer will likely address? Or will an authorized dealer replace the top piece? I'm in Australia. Thanks for any guidance.
