Dry TOBS shaving cream

Yesterday while I was out doing Christmas shopping, I picked up some Almond Taylor of Old Bond Street cream in a tub and a pack of feather blades for my Grandfather. I came home and found the tub was a bit dry on the inside. Maybe its been on the shelf too long, hopefully it goes away with some water. Attached a photo, is this normal for some creams to dry out?

I have seen creams dry out before. Often it is just the surface which becomes a little crusty, but even if it is more severe a few drops of water and a gentle stir should put things right.
 
I just got a tub of TOBS shave shop last week and it was the same as your photo (ordered from WCS), kinda crusty and powdery on top; the noob in me thought that was normal I guess...when I loaded my brush the next morning it was fine, took a bit more water than I was used to with Proraso but nothing crazy.
 
From the photo it doesn't look very dry to me. It's dry when it sinks lower into the tub and starts making valleys and canyons in the cream. Taylor creams commonly dry out due to the plastic cover under the lid sometimes not setting perfectly. Just a few drops of filtered or distilled water and a small whisk can whip it back into shape. Or, leave it dry and pretend its a croap. It doesn't seem to effect its ability to lather.
