Canadian Military Tech ID?

I pulled the attached photo from an active auction on . . . you know where!

The razor itself is a fat-handled Tech, with triangle cutouts, in a folding military style canvas case. It is claimed to be from 1932. Did Gillette produce the Tech in Canada prior to 1939? Or, does the "1932" stamped on this guard plate mean something else?

I would guess that 1932 is a patent application or grant date, rather than a manufacturing date. It's hard to be sure from the photo, but does the upper-left corner say something like "PAT. CANADA" or "PAF CANADA"?

That is correct, the Tech patent date was 1932. The very first examples were introduced in 1938, with full production beginning in 1939 as I understand it.
