Can you date my Techs? (and more)

This one is gold plated with a grungy black handle that I'd like to repaint with a color a bit sexier. Any ideas for a paint? Should I strip it first?

Without seeing them i would guess mid to late 40's. Is the black handled one a fat handle? Not a plastic handle. If so, it would likely be a WWII era.

It's 0.45" OD and a metal of some type. Non magnetic, possibly aluminum?

Yup. Sounds like a wartime Tech. I have heard that officers would buy or be issued the gold plated ones. While the handle color may look dingy to you it does carry historical significance.

Thanks as always Guido. You have no idea how close this razor was to becoming my personalized faux ivory beauty. I'll leave it as is as an homage to my father, who, although not an officer, fought in WWII. Gold plating is in pretty good shape for a razor that may be close to 70 years old. Another thanks is in order too. This isn't the first time I asked a "what is it" question. Every time you were there within minutes telling me what I had. Thank you.
