The blade is obviously a Thiers Issard, but the frame and tang looks different from most of the ones I've seen.
Is the blade damascus? It looks like there is a pattern, but it is hard to see from the picture.

Naw, looks like slurry or swarf, it is on the spine/frame as well. Old TI’s were/are good shavers.

Yeah, I've never seen a TI with the round thing on the tang. A Grelot logo maybe?
Interestingly TI did do a 69 blade with a Damascus looking pattern (Not my picture).

TI made some removable blade framebacks
The frame could be from someone else.
Alternatively, sometimes frames were branded by the re-saler (either a cutler or a department store)
