I travel quite a bit and to areas with hard water. Haslinger never fails for me.

LA Shaving Soaps were designed and tested with the hard water of Los Angeles, and are stellar performers.
Not many people like to use it, probably because it's on the cheap side, but the Wilkinson blue bowl gives me a damned fine shave in my very, very hard water. Williams too, but I think I've used it for the last time, and of course the ever amazing Arko.
Palmolive, Tabac, Arko, TOBS.
And add the Valobra shave stick to my list as well. It rocked today!

Almost nothing I have lathered has been impacted by the hardness of the water. Skill + Technique + Brush = great lather everytime!
Try one of the new non-tallow soaps from Beer Soap Brewing Company. They will lather well for you in hard water.
