SE blades are available in the shaving section of many major drugstore chains. You'll likely see GEM stainless steel blades. They're available online, as well. Search for "Gem Razor Blades."
And, no, you cannot fly with them in carry-on luggage.
Edit: Upon re-reading your post, I think that maybe you are asking about modern injector (or SE) razors? If so, none that I'm aware of. Every injector and SE I own is vintage.

The only SE razor being made today is thr Cobra and it takes different blades.
The stotes keep stocking SE blades just to keep their old buyers from looking from them elsewhere and loose their business for the other items they might need / pharmacy prescriptions.
If you want to get an SE razor your chioces are ebay,etsy etc. The best deals would be bst or estate sales.
The Wiki shows that there still might be a Schick model made but it is not available in the US market
