Rust Removal in the Worst of Places

I recently picked up my first high carbon razor. Unfortunately, being new to the word of high carbons and living in Florida I came home one day to find a rusty blade. The majority of the rust is right where the blade meets the scale. Should I remove the scale? (I've never have so I'm quite reluctant) I tried using 0000 steel wool, but there is still some left that just wont go away. Any thoughts, tips, or recommendations would be of great use!
 
Don't try removing the scales unless you have experience with it. if its pinned you would probably need a drill press to drill it out.

Just do the metal polish thing with something small enough to get in those areas. You may not be able to get it all out if its by the pivot.
