Refurbishing antique bottles for aftershave

What is the best way to remove the micro scratches and cloudiness from the glass bottles so I can use them for aftershave?

Where to find reducers for bottles?

There's this watch repairer on You tube who does wonders with clearing watch crystals that are scratched up. He uses something called cerium oxide. On those old pieces where a replacement crystal is not available.
My eyes can't tell the glass has been refinished.

I found flow reducers like these that work OK.

Orifice Reducers

Orifice Reducers restrict flow from a bottle so liquids and lotions squirt out instead of pour out. They fit snuggly in a bottle opening and can be sealed with a screw on cap.
