Looks like a soft/med and a hard Ark, ~1-1/2" x ~4". Intended for small knives but it will work with a bit of skill with razors. Once you get used to the format, springing for a black or translucent won't be that much in that size. ;-) Got by with a set like that in leather pouches early this summer. Lapping them will prove interesting if they're fixed to the board. Frankly, I'd skip it and just start honing. The soft/med on the right may be a bit thirsty for starters, but the idea is not to have too much standing oil on the surface, once it's finished sinking in. Ditto for the hard on the left afterwards (which shouldn't be all that thirsty).
It is probably not the ideal set up to start honing razors on. The beauty with Arkansas stones are that they are usually a good cheap starting point. I have a set around here similar to those that I picked up at a thrift store for a couple of dollars.
