Loose pins

I have a straight with pins that are just slightly too loose. Is it possible that I can tap them tighter, or do they need to be redone? Right now, I can't really visualize how the pins work as I've never seen them before being tapped into the scales. Is it a solid cylinder that just deforms or is it a tube that splays out?

Must I have a ball-peen hammer, or could something be improvised for this small task?
 
A pin is solid that mushrooms over and you can use a spoon and a hard object to tighten it. Go slow, light taps, you want to tighten it, not bend it.
 
adamant: By loose pin do you mean at the pivot point such that the blade does not stay in position when moved?

Bacchus: Is what you recommend intended to fix the above? If so, can you elaborate a little on your technique?

Yes, the pin itself seems solid enough, but the blade is a bit floppy in the scales.
