Honing a new Hen and Rooster

A while back a friend got me a new production Hen and Rooster straight. The blade has Spain stamped in it, but I don't know if that is the original origin, or where it was assembled. I have successfully honed several vintage razors starting with setting a fresh bevel. I can get a bevel set on this one, so that it is shaving arm hair. The problem starts when I start going to higher grits. Under a 60x loupe I can see the scratch pattern get finer with a polished effect, except for one part of the blade. It gets a sandblasted look instead of a polished look. It shows scratches off the 1000 grit norton, it's only one side for about 1" the other side looks fine. I have yet to get this blade to a shave ready status after several attempts. Could thin a bad piece of steel?
 
I'll try to see if I can get a pic through the loupe. Naked eye view it looks fine, but under magnification it looks grainy.

If the edge looks good on the opposite side of the bl;ade in the area it is most likely your hone may need lapping or the razor is warped or.... If it cuts hair at all the steel is ok.
 
I am using lapping film stuck to a granite slab, for my finer grits. My bevel setter is a norton 1000, that I lap, lightly, before each use. No problem on any other blades, just this one. I used a sharpie to mske sure I was getting contact all the way across, and it was polished off after 1 stroke over that spot.
