found a straight . only says "tested XX" on top of spine

Picked up a razor today in decent shape, has the frameback style to it and only markings I could find are "tested XX" on top of spine....anyone have any idea who made it?

Case. The tang should read "Case Brothers Cutlery Co. Little Valley NY"
