eBay GSP wont ship to Brazil?

Sold an item on eBay to a buyer in Brazil. Getting 4-5 messages a day from him (in Portugese) including screenshots in Portugese that seem to say "This seller doesn't ship to your location" etc, etc, etc.

His location in the screenshots is an address in Brazil. I use GSP exclusively for international shipping and GSP says they DO ship to brazil.

Any idea's what might be going on?

Check your listing, maybe there was an exclusion of countries or you only checked the US.

Nope, He eventually got a hold of eBay support and they told him they wont ship to him (either his region of Brazil or Brazil is now excluded and they haven't updated GSP terms).

Had this problem before and it was that eBay had somehow added every country to my Don't ship to list without my approval. Fixed that and I check it regularly ever since to ensure they haven't done it again.

I've had a package get lost in Brazil once.

Twice in Italy (now on my no-ship list). Postal workers with big pockets was a problem according to one source. "Put it in a large box" he recommended.
