Can this DE Razor be Repaired...Help?

Hi, I have the double edge safety razor pictured and need some help.

The razor had the ability to adjust the closeness of shave by rotating an adjustable setting at the razor's throat. The head is opened/closed by rotating the bottom handle and independent of the "closeness" setting.

The settings and shave closeness can be set from 1-9, nine being the closest shave. You can see it's set on "7"--but the actual razor "closeness" is much less right now.

By rotating the throat adjustment, each step would click to the next setting. And, each step higher would provide a bit closer shave. However, the adjustment no longer works--it turns easy enough; but, is not adjusting the head shave closeness in either direction. The clicks for each step are nearly inaudible--so, something must be worn?

It's about 25 years old and was purchased in Europe--so, I don't know the brand name/manufacturer. However, there is a logo under the razor's head.

Does anyone know if the adjustment feature is fixable? MIght I be able to fix? Or, worst case, could I set the razor to one "permanent" true setting, say 7 or 8?

I've tried various ways to dismantle the razor--but, nothing seems to work.

The adjustment plate is stuck at wide open, as in all the way up. A soak should loosen it up a bit.

edit: though, this is as aggressive as it's going to get. Maybe it's not stuck all the way up as it appears in the photo. Is it loose enough that it just popped up there when you set it down? Then it could be that you are underclocked, and need to dial it up from 9 around to 1 again.

edit: the way to do that is to push in on the little springy thing above the numbers, and turn from 9 directly to 1.

Thanks Tons, Your suggestion about re-clocking did the trick. I immediately tried it out this razor with the various settings and..."my neck can testify to the fact that this razor is very operational at the higher settings now" :) Could I have over-clocked?

BTW - I do believe this is a Wizamet, too...
