Can someone help ID this brush at all?

So not much of a story, my girlfriend was hitting some yard sales this morning and nabbed a brush for free when buying other stuff. I have never seen one like it (but I am also totally clueless with this stuff so I am not surprised).

It has a surprising amount of heft to it.
