A tips for polishing our discolored scum line?

I am redoing a old Ever Ready for my brother. There is a darker band below the lettering on the upper section. I was wondering if anyone may have a suggestions to get a more uniform color? Thanks in advance.

Sand it down. Start at 400 grit and go up from there. Shine it up w/some Meguiar's PlastX and it'll be almost as good as new.

Exactly. Perhaps consider painting the numbers up front ... too much sanding could make some letters too shallow to paint properly.
 
Let me know that works out for you. Have a brush with the same issue and I'm looking to restore it as well.

Good point. The etching looks pretty good to where it should hold up. It wouldn't hurt to a little easy while sanding around that area.
 
I would start on the least aggressive side and work more aggressively until you get it out. It may come out with a bit of polish and that will avoid a lot of extra work in sanding that may not otherwise be necessary.
