I know his humor is low-brow and immature, but I laugh like a little kid when I watch him.
Sellers, for sure, and any of the Python gang.

When you say "film," are you literally limiting this to Brits who primarily gained fame through motion pictures rather than TV? If so, Sellers is probably the best choice.
If you're including comedians who worked in both TV and film I'd have to put Cleese at the top. At his peak, he was (for my money) the funniest man in the world. He could do more with one raised eyebrown than most comedians can do with their enire body.

I had considered him as well.
I assumed as well the we meant Film only actors, so I left a few off the list. But many of these did find their start in either TV or radio.
