recently obtained a regent tech with case (the case is in fair to poor condition). when i closely observed the razor there is subtle brassing running vertically on the handle- about 20% of the total handle. sorry can't show photos, but my camera isn't good enuf to show that kind of detail. would you keep it or return it? i want it mainly as a collector's piece, not as a shaver.

When you bought it, did it come "satisfaction guaranteed"?
Was it an "as is" deal?
Was there a picture? Does it look like the picture?
Since it is an old razor, chances are it is in less than perfect condition unless you paid a hefty price.
If it is for a collection, perhaps you could keep it to fill a spot until something in better shape comes along. You might then be able to sell what you have for close to what you paid for it.

the vendor is willing to accept return, no problem. there was a photo, but as you know, photos don't always pick up subtle details, and in this case the handle would have to have been turned and photographed several times showing it's full circumference.
Then I guess it matters how much you want to fill out your collection.
I would not try to "restore" it, other than a light cleaning. No "polishing" nor abrasives.
