What Have I Got?

At first I thought it was a WWII issue Tech, but it has no Gillette markings anywhere on it, and the Tech never had the two circular blade alignment tabs. What is this thing? Some sort of Tech clone?

I saw an auction on ebay - cased razor with a pack of Gillette blades in a dispenser. Guy took all the blades out of the dispenser to count them
