Down seems easier to keep a good angle with, but is also against the grain. Up seems to lead the blade directly to my jugular in a non-ideal way.

How are you holding it? When going ATG on the neck, I always have my thumb and forefinger on the tang (not the monkeytail, the part just behind the heel) while my other fingers are wrapped around the scales for balance and security.
