still a problem with a slim adjustable repair

I took the slim apart by a method i found on B&B with no problem. Everything was in good shape, just dirty. Everything went in to simmer on the stove with a little borax in the water. Came up great, but still doesn't work.
The TTO just spins around and does not open the silo. After MINUTE inspection down the handle tube, i noticed a smaller tube that i believe must move up and down somehow in opening the silo. I have sprayed WD40 in the handle to see if that would loosen it in case it was stuck, but am having no luck.
Can anyone help please?

Maybe boiling warped the spring inside?
 
Not sure what you mean by the bar. I replaced the silo head and shaft along with the spring after cleaning everything. The cap was crimped back into place and the tto knob still just spun around without opening the top.
