A few that come to mind in terms of quality (performance + scent) at a decent price: Stirling, PdP, Tabac, and Mike's. This is far from a complete list of course.
Also I think a lot of the hard soaps tend to represent pretty fair values once you account for how long they'll last (e.g. Haslinger, SV, DRH -- as long as you buy just the puck).
