Scratch pattern w/ C12k

I still getting the hang of honing and am using a microscope to help see what's going on. I'm at the point that the bevel is mirror smooth on a Naniwa 8k and pops hairs above the skin on my arm. I also have a Chinese 12k for finishing, and when I move over to that stone, I see scratches again.

Is it possible that I should stop at the 8k, or is this new scratch pattern normal, and I just need to keep going until it's gone.

depends on the stone you have, some of the c12k are very scratchy and not very fine.
Some are very fine and smooth
