The compression spring is probably full of hardened gunk. Long soaks in almost boiling soapy water will help. Ultrasonic cleaner is good, too, but could remove the paint from inside the numbers.
Some folks have had luck spraying WD-40 or mineral oil down the center of the razor from the top.
Since the actual travel distance of the center rod varies based on adjustment setting, the spring is designed to compress and take up the slack. The spring tension then ensures that the razor stays tight during your shave.

I have a Super Adjustable like this as well. All of the Super Adjustables are supposed to have the extra 1/4 turn. Mine has the 1/4 turn, but only if I apply a lot of force to it.
It doesn't make much difference, as it still tightens down firmly, and has never come loose during a shave.
