It's a little expensive, but I've heard that Castle Forbes Lime has one of the strongest and most genuine lime smells around.
Or if you're open to other citrus scents, Taylor of Old Bond street makes a Grapefruit cream that smells exactly like fresh grapefruit. At about half the price of the Castle Forbes too.

Since you're in the shaving cream forum, I'm assuming you're talking about a shaving cream scent, and not a cologne or EDT. For the purest, unblended citrus scents, check out Castle Forbes lime or Art of Shaving lemon creams. Castle Forbes is much stronger in scent; Art of Shaving is fairly soft.
Taylor of Old Bond also has a lemon and lime scent. I've used most of their creams except that one, but I'm confident in saying it's probably great. +1 on Castle Forbes Lime though, if price isn't a big deal.
Heard good things about Taylor of Old Bond Street Lemon & Lime, as well as TOBS Grapefruit. I personally don't like the Castle Forbes Lime scent, I think the Lavender is far superior but scent is different for everyone.
Is the TOBS straight lemon/lime, or is it blended with other notes? I haven't used it, so I can't say. I deliberately avoided recommending T&H West Indian Limes because it blends citrus with other notes, and thus doesn't meet the OP's criteria.
Coate's lime is another good one, but pretty hard to find these days, as it has been off the market for several years. It was a pure lime cream, though, scented only with lime essential oil.

I like the Queen of Charlotte Key Lime after shave lotion, I guess the soaps will also be as nice. I also like the TOBS Grapefruit shave cream a lot and it gets rave reviews. I also still like the Royall Lime splash despite the formula have been changed to be less concentrated/oily or whatever.
Castle Forbes has the most pure lime scent of any I've come across. And it lathers great too!

i know you said only lime/lemon nothing else, but good damn! BB is ridiculous citrus, the lav is minimal and the pepper/pine is just right!

You could get him some Arko shave sticks pretty cheap. They have a mild pleasant lemon scent. 
Hello susjon, If you can afford to spend just a little more than the average,I strongly recommend you buy your bf a tub of Castle Forbes Lime shaving cream. By far,the best on the market and IMO,the most genuine lime scent. Craig

I have Palmolive Lemon in a tube which is really great. The name says lemon but I think it smells like lemon & lime.
"new york shave company" lemon shave cream is a very sweet and mild lemon scent. one of my favorites.
Another vote for Castle Forbes lime.
It's a real shame that s/he is only asking for strictly lemon/lime, because I find that Lilac Vegetal aftershave perfectly compliments the pleasant lemon scent of Arko soap. Any gentleman would love this combination.
The Crabtree & Evelyn West India Lime is a nice lime shaving cream as well
TOBS grapefruit is amazing. Plenty of us have been rightfully plastering its praise all over here for the past few weeks.
Never tried Castle Forbes.
I really dislike TOBS lemon and lime. To me it smells like Mr. Clean or something.
