I've just bought this Deluxe. It seems to me that the plating on the razor was stripped away.
Is it safe to use it in such a condition?

Absolutely!
You can leave it as it is, or polish the brass to a shine.
Perfectly safe to use, enjoy the shave because it will be a good one ... those are one of the best razors Gillette made. It looks like you've got one with the big center hole.
The NEW Deluxe is one of my favorites. Personally I would shine it up and use it but it would also be a good candidate for a replate.
ah, that's the one with the flat bottom - 15 or 17mm, that one?
And yeah, the "copper look" of red and yellow brass is classic, though it may show water marks.

I would use it as is, and let the patina start to develop.
I have a couple of Gillette razors looking like that. All of them are New though. I really like that copper/brass look to it. My New De Luxe, however is the one with the handle attached to the base plate and so does not give that look. One of the best Gillettes ever. I like it better than my RFB, FB, and New Improved.

If you don't want it to patina afterwards use some brass lacquer seal. Search for brass lacquer on your favorite search engine.

That hole in the plate is huge. Did it start its life as a Belmont/Criterion?

I don't know. Probably not. Some of the 17mm have large holes I think.
