New Brush issue

Make your lather in a bowl or scuttle.

Pick the lather up from the bowl with the tips of your brush and "Paint" the lather onto your face with back and forth motions. DON'T SCRUB your face with a brush.

No tattoo mistakes!
I doubt there's anything wrong with the brush. It's entirely possible, however, that you'll learn it doesn't have the characteristics you prefer. It's a 3-band. They're generally softer and tend more to be floppy, depending on density, loft, etc. What else have you tried?

Are you near a Target or Walmart? See if you can pick up a Tweezerman pure badger brush (should cost you less than lunch at Micky D's). That will be the opposite end of the spectrum (firm and lots of stitch) and then you can see where you want to be without spending a fortune to find out.

Your Jagger is an excellent bowl/scuttle lathering brush but not so good as a face lathering brush. This is not to say you can't use it to face lather just that there are other brushes that do a better job is all

Grab a large coffee cup or cereal bowl out of the kitchen when mom/wife isn't looking. Make your lather in a bowl and paint it on your face. You will really enjoy your brush if you use it that way.

Disregard my suggestion of a tweezerman as I see your previously PIFFed VDH is being re-PIFFed

I would steer you into an entry level Simpsons. The model would depend on how you build your lather. Case, Special, or Berkeley if you face lather. Colonel or Commodore if you bowl lather

Interesting you found that...thank you.
I have an Escali brush, which is basically the competitor to Tweezermans, and it's a good brush.

If I find a Simpsons, I need to find one that will fit in my Col. Conk Evernice stand - The max. opening for the brush is 25.5mm.
Do they have a list of the handle size at it's thinnest point?

I have that EJ brush you're talking about. I like it. It's a good brush and I've been able to face lather with it using any soap. It seems to simply take longer to load with hard soaps but no problems beyond that. I recently bought a Simpsons Duke 3 and prefer it over the EJ because its denser and seems to be a more efficient face lathering brush with soaps.
