Needing some advisement on my first restore

I picked up this brush today with a very cool, retro sharp-angled look to it, and I'd love to make it my first restoration. I pulled the hair out and to my surprise, there was no "platform" inside upon which to epoxy the new knot. Is that normal, or is it supposed to be epoxied right at the base of the handle? If it helps at all, the handle is just shy of two inches tall.

If I didn't accurately explain my situation, please let me know! I'd like to get this handle lathering sometime soon and I hope I didn't screw something up. Pics below.
 
Just fill it with something. Coins, cork, gravel, sand, etc to the height you want to set the knot at, then fill around the crap with epoxy and epoxy the knot in.
