That is very misleading on their part... Open comb or solid bar is no indication of a razors aggressiveness. There are many more factors that determine aggression. I used to own a Merkur 1904 and ended up getting rid of it because it was so exceedingly mild. It was very difficult for me to get a good shave out of it. I think you will find most would agree with it being a very mild razor. There are many solid bar razors that can be very aggressive and many open tooth combs that are mild as well as vice versa. You need to read a bit more about each razor to find out which side it stands on.
YMMV always but there are a few open comb razors that I could recommend for a new shaver, the 1904 could possibly be one of them. VERY, very hard to cut yourself with that one...

I tried a Gillette New & I got rid of it because of how agressive it was.

It should be right dead center between the two razors you now have.
I use mine for face and head shaving - IMHO very mild. I noticed that the blade actually lays flat on the comb, so after a bit of research, I inserted a shim under the blade to create a gap. Tiny as that gap is - the razor is now a much more efficient tool, though still milder in feel than my '55 Flare Tip SS.
NOTE - I have trouble with throat irritation using this razor, but head shaving is quick and irritation free. I'm still new enough at DE shaving that I blame technique and not the tool...

Not aggressive. I think it's a nice medium DE. Maybe a little more aggressive than a flair tip Super Speed. Definitely recommend you give it a try.
You''l be happy. I have had mine a while despite having bought and sold a bunch of different DE's.
I like the Merkur OC heads, I pop a feather into them and use skin stretching like I was shaving with a straight, and get a great irritation free BBS from them.
I like either of the 1904's. I find them to be really nice DE's, and I don't find the OC to be aggressive at all.

I already had an Edwin Jagger safety bar so I decided to go with the open comb on this one. Plus the price seemed decent.
You're gonna like it, good choice.
I loved my 1904 OC. It was a great OC to learn with, but the handle was too slippery for me...
Perhaps its just me, but I find my 1904 OC to be more aggressive than my Progress, on pretty much any setting. Maybe I'm an oddball. Or maybe my face wasn't designed for open combs.

Extremely mild razor for an open-comb! However, it is a very nice shaver to learn on and progress to other open-combs. Good luck to you.
The 1904 OC is my daily driver. I like a mild razor with a sharp blade. I swapped out the handle though it was too slick. I'm using a handle from a 30C at the moment.
great choice I have an 11c (same head) its a great razor always gives an awesome shave, I use feathers also cause its quite mild.
I have a Merkur 11 C open comb, with the same head as the one you are considering. It shaves closer than my 34 C and copes well with longer and tougher hair. If you have a tough beard, or don't shave every day then the 11 C might be the razor for you. It works well on body hair too (my wife uses it on her legs). I no longer use the 11 C much as I have a 37 C slant. The slant is not very good on sideburns and there are a few tufts under my nose that the slant doen not seem to reach so i get the open comb out for these small corners. I don't think that you will be dissappointed.
