How to remove these stains from a straight razor

Hi everyone. I recently purchased another vintage straight razor (Alfred J. Krank, Habby). It's in relatively good condition but there is a stain as shown in the photos. Can anyone suggest to me how to remove these stains. I was going to use sand paper (200, 400,600,800, 1k, 1.5k, 2k, 2.5k) in order to remove and bring back a polish. However is there a better way to do this or should I leave it for character and just try to hone this baby. The scales look nice and the impressions of the lettering is nice and deep. Any suggestions would be appreciated. Thanks.

Elbow grease... I've heard it's very rewarding when you're done:tongue_sm

in order to get a really good finish, you'll need to get some micromesh or finish on a buffer wheel with a range of compounds. Good luck
 
Update: I have been reading Bill's Straight Razor Info Blog. He mentions celluloid rot. Would anyone know if this is celluloid rot? Also how does one get rid of it?
