Jeris without oil is a hair tonic that seems good for the skin too. I have an old bottle from the 1940's that is labeled as an "antiseptic" hair tonic. Now it has alcohol, glycerin, boric acid , water and fragrance as far as I know. It really makes the scalp feel clean even after shampooing.

If you've got ingrown hairs from shaving, try a scrub. Something like St. Ives Apricot Scrub or similar.
If it persists, consider not shaving and go with a #0 clipper (no guard).

Osage rub and the aftershave du journal for my shaved melon. Again, adding glycerin in the winter to both.
Its really depends on your skin type and what you really wanna achieved! LIke Strength the hair, smoothness or something else, I one I used is called tropic Isle Living Strong Roots!
