guide on how to apply CrOx?

Well I was reading a guide the other day on here showing how to apply CrOx to a leather strop, I'm sure it went thro the whole thing including best oils/carriers to mix with.
Only trouble is I'll be buggered if I cant find it again!!
Anyone help me out??
