Is it safe to soak the whole brush? I am afraid soaking the whole brush will weaken the glue at the base
Do you guys soak the whole brush in the sink or just the knot in a cup or mug?

I just soak the knot. Unless you put the whole brush in extremely hot water, I don’t think it matters very much.
Just the knot. Especially if the handle is wood.

I only soak the lower 2/3 or so of the knot, usually in a bowl. As @silverlifter says, you don't want to soak wood handles if you can avoid it. It may also be a good idea not to get the base of the knot soaked since it can expand when wet and put a crack in the handle. That's only happened to me once, but that's why I don't even soak the whole knot.
Marvy mug, 2/3rds the knot. I have a few wooden handles, but, do the same for my resin/acrylic handles.
Unless it's a boar brush, I don't soak it at all. Boar brush goes into a coffee cup of warm water for 5-10 minutes (just the knot, the water level is below where the knot goes into the handle)
With a badger brush I just dip the tips before I load the soap onto the brush. Just wet enough to get some soap from the puck onto the brush - then as I face lather, I repeatedly dip the tips to bring small amounts of warm water to the lather I'm building on my face.

I've never soaked a brush - I just hold it under running hot water for a half minute and use it.

I use only Synthetic so never soak just a quick rinse and off to lathering.

On the rare occasion I use a boar brush then I will soak the knot for couple of minutes before use. For any other knots I have found soaking makes no difference so I simply dip the knot in water, squeeze out any excess, load the soap, then start face lathering, gradually adding water as I go.

I sometimes soak just the knot, in my lathering bowl with some hot water in it, whilst I take a shower.
But it is not really necessary for any of my brushes. In my opinion, you only have to soak brushes with boar and horse hair.

I soak my animal hair brushes in my lather bowl while I shower. It usually is enough to soak about 3/4 of the brush, not up to the glue. With all of my brushes I will leave them in the sink with some water while I wet my beard, brush my hair and apply deodorant.
