I can't think of anything more "clean and soapy" than Creed OV
I love Creed OV, but I also love Penhaligan's Castile. Even cleaner and soapier.

+1 on Castile--those two words embody that fragrance for me.
Prada Amber pour homme also fits this category, I think.
There seems to be a strong consensus around clean and soapy. I haven't tried Creed OV or the Gendarmes but that's been in almost every description of them I've ever seen. Of what I own, I agree with Prada Amber, Prada Infusion d'Homme, Mugler Cologne and Pen's Castile.
These three are pretty the kings of clean and soapy.
Infusion is the strongest and most tenacious IMO.

Gendarme.
I used to use Gendarme as my daily cologne. I tried it again yesterday for the first time in several years and was amazed to find that I really hated it. Someone on Basenotes said it smells like fabric softener, and that is exactly right. So it's definitely clean and soapy, but my tastes have apparently changed.
Greed ov does it for me
Mugler's Cologne, love this stuff and it does not cost much,

Creed Original Vetiver is a very good scent that matches this description.
Not sure about soapy but Paco rabbane pour homme is very clean smelling , reminds me a bit of shaving foam, very nice fragrance
