Razor burn is caused by the removal of too many skin layers; (you do remove some skin layers which is normal during shaving). So it is possible it could happen. Skin stretching and light pressure reduce the possibility. I would further reduce the chance especially if you are susceptible by using a pre shave moisturizer.
There have been times when it seems the simple act of walking into the bathroom and looking at my razor has given me razor burn on my neck. At least I am at the point where I can attempt to pee without getting razor burn.
