Yes. Rapira makes "Swedish Supersteel" ones, as well as some other brands. Timors and Souplexes are Solingen-made. Both are good blades, but the steel doesn't seem to be a deciding factor on whether the blades are good or not. Sharpening process, treatments and coatings - in the order of significance - seem to be the main thing here.
There is no such thing as standard steel and Solingen does not mean anything really. Oh, and Swedish steel doesn't have to be made in Sweden; it just means that the ingredients in there are, within certain limits, always the same.
I imagine most stainless steel razor blades are made from AEB-L or a steel with a very similar composition. They have the desirable qualities for working into the strip form that DE blades are cut from, cheap to work and have the edge stability characteristics needed to be honed to the very sharp edge for shaving.
