By 1983 DEs were pretty much dead here in the US. There was a black Super Speed IIRC sold but since most had switched to the Trac II or Good News disposables by then very few DEs were made for this market. You might accidentally find a Merkur if those even have date codes on them at all. By 1995-1997 blades were even hard to come by in brick and mortar stores (IIRC I bought my last pack of Schick DE blades about that time). Dollar General and Family Dollar restarted selling DE blades about 2007 or so, Wal Mart a bit later. If not for the internet DE shaving would probably be gone by now as far as the US is concerned. There was a few years where I had to shave with Bics and double-blade Personna disposables because DE blades were unavailable (I bought my first computer in 2005 and hadn't thought to look for blades from other countries on the internet at that time). I know this was a long diatribe but the short end of it is that you will be very fortunate to find a birth-year DE razor for 1983. I don't recall if Trac II's had date codes on them or not as I did not ever own one. However, that birth date would put your father being born in about 1955-1960, there are many razor choices and more razors for that time period -- maybe you should consider looking for a razor made in your father's birth year.
