Best Brush for the lowest cost

I've been looking at the golden nib. You have to epoxy the knot yourself in a handle you buy, but the price is significantly lower
 
I was at the same point as you and I went with a Vulfix Super Badger. I am pleased.
If you want to try a boar brush I like my Omega 10065 very much.
 
I have a Semogue 1438 and once broken in, its soft with good backbone. In fact I found it performed just as well for me as any Rooney I had, including Finest. Obviously, YMMV. Also, the knot in the Semogue 620 (mentioned above) is the exact same as the 1438, but the 1438 is around $5 cheaper as it is in wooden handle, whereas the 620 has an acrylic one. Same thing with the 830 vs. the 1305.

Also, good bangs for your buck - a cheap Omega boar. You can get some of those for between $6-$10 at Shoebox Shaveshop.
 
I've got over a dozen brushes from synthetic to super badger. I think I love my mid-sized Omega boar the most. Mine is model 80257. If you're not fussy about the handle, you can go well under $20.
 
Whipped Dog

I will have to agree with this. I won a Saint Sue auction with some goodies from whipped dog. It came with the Black Pure Badger and Resin Ivory handle. I started defunking it last night and it made great test lathers right from the getgo. Larry, the owner, even threw in some instructions on breaking in a brush and threw in a bit of Oxi clean and some instructions to get rid of the badger smell. Don't think any other company does this.

I also have a tweezerman and the whipped dog's bristles are much softer.
 
$10 brush - Semogue or Omega boar

$20's - Semogue SOC from Vintage Scent using the coupon code or the B&B Essentials brush from West Coast Shaving

$40's (?) - Muhle silvertip fiber v 2.0 synthetic from Connaught Shaving

Badger - Whipped Dog or ?. I don't know much about badgers. I assume they're much like my Muhle, which is velvety soft and lathers well, but as a synthetic dries very quickly and doesn't need to be soaked ahead of time so when I forget to soak my B&B boar I can use that (or as a travel brush).
