I am trying to determine if this razor is broken . Is there supposed to be a tab on the right like the one on the left of the comb ?

Yes, you have a broken blade stop - very common on this model. As can be seen from the remaining stop, they are quite thin and fragile.

Bummer, that is a common failing of the #1 models.

I've had some luck repairing them, but it does require some skill at soldering. And getting it to look right on a gold model might be a trick.

Everyone says they changed the Valets to use proprietary blades but I suspect the broken tab issue might have also lead to the design change on the later models.
