Auction purchase "What is it" ?

Hi Gents

Picked this up from our local version of ebay, listed as old Gillette (got that bit right) came with a couple of silver soap holders and 2 packs of blades.
Is at a Tech of some sort?
Also the end cap is quite dull, whats a good product to polish it with without destroying it.

Aluminum Tech. Is there a date code?

I am not sure how to restore the finish on an aluminum cap, but someone else may.

Can't see any other clues just the Gillette inside the diamond shape and a made in England opposite underneath close to where it screws on.
